Title:	On the margins of power and the community: the “Political Culture” of clientelism Al margen del poder y de la comunidad: la “cultura Política” del clientelismo

Description:	This paper intends to underscore the differences among the concepts of politician, politics and political culture, so as to arrive at the impossibility of locating clientelism on the empty, instituting and discursive spot where the political aspects are located; this way it is also all the clearer to make out the distance between clientelism and power relations. If clientelism is political culture, it is necessary to add that it operates in reverse, inhibiting and smothering politics. Clientelism works through the control of resources and the distribution of privileges among the closer associates; when it is regarded as reciprocal exchange, disguised of moral values such as loyalty and solidarity, it refers back to the classic historical typology that opposes community to modern society. This perspective results insustainable in light of the proposal by Roberto Esposito. Este trabajo busca destacar la diferencias entre los conceptos político, política y cultura política, con el fin de arribar a la imposibilidad de situar el clientelismo en el lugar vacío, instituyente y discursivo donde se ubica lo político; de este modo, también resulta más claro vislumbrar la distancia entre el clientelismo y las relaciones de poder. Si el clientelismo es una cultura política, es necesario agregar que opera, a la inversa, inhibiendo y ahogando la política. El clientelismo funciona a través del control de recursos y la distribución de privilegios entre los próximos; cuando se le ve como intercambio recíproco, teñido de valores morales como la lealtad y la solidaridad, se remite a la clásica tipología histórica que opone comunidad y sociedad moderna. Esta perspectiva resulta insostenible a la luz de la propuesta de Roberto Esposito.
