Description:	When a norm in itself discriminates against a person or group of people who are located in a suspicious category, it is not possible to make a conforming interpretation, because such norm would continue to exist in its wording, even though it is discriminatory and contrary to article 1. constitutional and international obligations contracted by Mexico in terms of not discriminating on the basis of suspicious categories. These obligations can not be fulfilled by an interpretation that varies the very basis of the contested concept and that does not change the discriminatory situation suffered by said persons. Cuando una norma en sí misma discrimina a una persona o grupo de personas que se ubican en una categoría sospechosa, no es posible realizar una interpretación conforme, pues dicha norma continuaría existiendo en su redacción, aun siendo discriminatoria y contraria al artículo 1o. constitucional y a las obligaciones internacionales contraídas por México en cuanto a no discriminar con base en categorías sospechosas. Estas obligaciones no pueden cumplirse mediante una interpretación que varíe la base misma del concepto impugnado y que no modifique la situación discriminatoria sufrida por dichas personas.
