Description:	This First Chamber considers that, at first, it would be possible to maintain that it corresponds only to the State to ensure the satisfaction of the basic needs of all its citizens through social services, insurance or pensions in cases of unemployment, sickness, disability, widowhood, old age and , in general, any other case foreseen in the laws of the matter by which a person is unable to access means of subsistence due to circumstances beyond their control. Esta Primera Sala considera que, en un primer momento, sería posible sostener que corresponde únicamente al Estado asegurar la satisfacción de las necesidades básicas de todos sus ciudadanos mediante servicios sociales, seguros o pensiones en casos de desempleo, enfermedad, invalidez, viudez, vejez y, en general, cualquier otro supuesto previsto en las leyes de la materia por el que una persona se encuentre imposibilitada para acceder a medios de subsistencia por circunstancias ajenas a su voluntad.
