Title:	The Chamber of Deputies and public expenditure in social development in Mexico, 1990-2013 La Cámara de Diputados el gasto público en desarrollo social en México, 1990-2013

Description:	It analyzes the Project of Budget of Expenditures and the Budget of Expenditures of the Federation of the Branch 20 Social Development and functions, Regional Development and Supply and Social Assistance, with the objective of determining the role of the Chamber of Deputies in the possible conformation of the budget political cycle (bpc). Among the results it is found that the governments without majority have had the capacity to approve the budgets of exits with a greater legislative participation when making amendments in the initiatives presented by the Executive during the period of analysis. Also, mostly these amendments represent increases in projects, and from the perspective of the bpc, only the little significant increase of 2006 and the decrease made in 2012 are inconsistent. Se analizan el Proyecto de Presupuesto de Egresos y el Presupuesto de Egresos de la Federación del Ramo 20, Desarrollo Social, y dos de sus funciones, desarrollo regional y abasto y asistencia social, con el objetivo de determinar el papel de la composición de la Cámara de Diputados en la posible conformación del ciclo político presupuestal (cpp) en el periodo 1999-2013. Entre los resultados se encuentra que los gobiernos sin mayoría han tenido la capacidad de aprobar los presupuestos de egresos con una mayor participación legislativa al realizar enmiendas en las iniciativas presentadas por el Ejecutivo durante el periodo de análisis. Asimismo, en su mayoría estás enmiendas representan aumentos en los proyectos, y desde la perspectiva del cpp, solo el aumento poco significativo de 2006 y la disminución de 2012 resultan inconsistentes.
