dc.descriptionThis article analyzes the implementation of a water policy on the Santiago River (Mexico), especially about social participation in water management, highlighting the role of informal rules in so called basin councils. Methodologically, ethnography is used to describe the functioning of this councils and identify the flaws in its implementation. It’s concluded that, in order to strengthen the governance of water, collective action on informal rules is required, in addition to the incidence on formal rules.en-US
dc.descriptionEn este artículo, se analiza la implementación de una política hídrica en el río Santiago (México), con énfasis en la participación social en la gestión del agua, resaltando el papel de las reglas informales en los llamados consejos de cuenca. Metodológicamente, se recurre a la etnografía para describir el funcionamiento de estos consejos e identificar las fallas en su implementación. Se concluye que, para fortalecer la gobernanza del agua, hace falta la acción colectiva sobre las reglas informales, adicionalmente a la incidencia sobre las formales.es-ES
