Descripción:	Mr. Flor Freire joined the Fuerza Terrestre in 1992. At the time of his separation he had the rank of Lieutenant and served in the Cuarta Zona Militar. On November 19, 2000, at the facilities of the Fuerte Militar Amazonas, the events occurred that gave rise to the military disciplinary procedure that resulted in the dismissal of Mr. Flor Freire. In this regard, two different versions have been submitted: I) on the one hand, according to different testimonies, Mr. Flor Freire would have been seen having sexual relations in his room with a soldier; II), on the other hand, according to Mr. Flor Freire, at dawn on November 19, 2000, he was fulfilling the duties of Military Police Officer, when he witnessed a soldier in a drunken state, at a party in the outside of the Coliseo Mayor, for which reason it decided to transfer it to the military enclosure. However, when the soldier tried to return to the party, he chose to take him to his room to sleep in an additional bed. Soon after, a Major had entered the room, ordering Mr. Flor Freire to hand over his weapon and informing him that witnesses had seen him in a situation of "homosexuality". El señor Flor Freire ingresó a la Fuerza Terrestre en el año 1992. Al momento de su separación tenía el grado de Teniente y prestaba servicios en la Cuarta Zona Militar. El 19 de noviembre de 2000, en las instalaciones del Fuerte Militar Amazonas, ocurrieron los hechos que dieron origen al procedimiento disciplinario militar que resultó en la baja del señor Flor Freire. Al respecto, se han presentado dos versiones distintas: I) por un lado, de acuerdo a distintos testimonios, el señor Flor Freire habría sido visto teniendo relaciones sexuales en su habitación con un soldado; II) por otro lado, de acuerdo al señor Flor Freire, en la madrugada del 19 de noviembre de 2000 se encontraba cumpliendo con las funciones de Oficial de la Policía Militar, cuando presenció a un soldado en estado de embriaguez, en una fiesta en las afueras del Coliseo Mayor, por lo cual decidió trasladarlo al recinto militar. Sin embargo, cuando el soldado intentó regresar a la fiesta optó por llevarlo a su habitación para que durmiera en una cama adicional. Poco después, un Mayor habría entrado a la habitación, ordenando al señor Flor Freire entregar su arma e informándole que testigos lo habían visto en situación de “homosexualismo”.
